sccp reset/restart コマンドを追加

=sccp reset/restart コマンド=
IP電話機を再起動する。
; restart : クイックリブート。ファームウェアを再読み込みしない。
; reset : 普通のリブート。ファームウェアを再読み込みする。
==sccp restart SEP<MACアドレス>==
指定したIP電話機を再起動する。
IP電話機のMACアドレスを指定すること(IPアドレス指定は不可)
ファームウェアを再読み込みせず、configを再読み込みする。<BR>
